In The National Law Journal’s special publication, Vice President and Group Publisher Kenneth Gary describes the honorees in the following way, “While many of those recognized come at the negotiation and strategic planning processes from different angles, a common thread ties them together: each has shown a deep passion and perseverance in pursuit of their mission, having achieved remarkable successes along the way.”

Stephen J. Cullen, a principal with Miles & Stockbridge, has established one of the leading international family law practices in the United States. He and his team work on complex international divorces, custody, and financial relief in the United States and around the world. He is also well-known as one of the country’s premier child abduction specialists.

Cullen and the firm’s family law team recently worked to return missing twin brothers to their mother in London after a two-year search. The boys had been abducted by their father and taken from London to Pakistan, where the father attempted to traffic them.  Cullen worked with seven different federal and national agencies in two countries to achieve this incredible result. The story was extensively covered by local media and was later picked up by The Associated Press and others across the country.

Cullen works in Miles & Stockbridge’s Washington D.C. and Baltimore offices. He also has led the growth of the firm’s family law practice in the United Kingdom, where he is admitted both in England & Wales, and in Scotland.

He was the Attorney Advisor to the United States 5th Delegation for the Hague Special Commission on the Hague Abduction Treaty. He is a Fellow of the American Academy of Matrimonial Lawyers and International Academy of Family Lawyers. He was honored in November 2015 by Pro Bono Resource Center of Maryland for 25 years of service to the disadvantaged. Cullen is a board member of International Social Service-USA, a member of the global child protection and social service network that works on reunification of families and helps obtain social services information for courts around the world.
