Jeffrey P. Reilly


effrey Reilly serves as general counsel to the firm and, among other things, advises the firm on all matters relating to professional ethics and responsibility, and furnishes advice to lawyers and business leaders on matters relating to both professional and corporate responsibility and liability.

Jeff combines his prior experience in finance and banking and more than 20 years of business litigation to counsel clients on practical, real-world solutions to their legal challenges. He has appeared in State and Federal courts across the country, and participated in all forms of Alternative Dispute Resolution, on behalf of financial institutions, industrial equipment and power tool manufacturers, and telecommunication and information technology providers. At the same time, Jeff knows that litigation is often the most costly solution and works with clients to develop innovative business solutions.

Jeff coordinates the legal services for his clients and is involved in the details of many of the companies' daily finance, operations, contracting and personnel issues and problem-solving at various managerial levels. Having developed an extensive knowledge of many of the entities' businesses, he is also involved in their strategic planning, mergers and acquisitions and the integration and reorganization of their various business units.

A particular focus of Jeff's practice has been insurance recovery and risk management on behalf of policyholders. As part of his risk management counseling, Jeff has developed extensive experience with business and professional liability insurance policies and has litigated extensively a broad range of environmental, business interruption, and general casualty coverage matters.

Jeff regularly represents clients in, among other areas:

  • Enforcement of creditors' remedies and the defense of claims against financial institutions
  • Real Estate related litigation, including landlord tenant matters, title related claims, use violations, application of the rule against perpetuities Arundel Corp. v. Marie, 383 Md. 489 (2004), and property tax appeals both at the administrative and judicial levels
  • Counseling on intellectual property issues (e.g., copyright, trademark, trade secret, licensing and unfair competition, among others)
  • Emergency matters, where the exigencies of our client's circumstances require us to seek or defend against immediate relief from a court (such as injunctions, receiverships or attachments before process)
  • Contractual claims arising from a wide variety of business relationships

Jeff also has represented major property owners and tax payers in a variety of tax appeals across the State of Maryland. He has tried numerous cases in the Maryland Tax Court involving valuation, classification and exemption issues and the impact of local land use and development ordinances on property valuation. He has appeared before Property Tax Assessment Appeals Boards in most of the major jurisdictions in the State. Jeff’s clients have included the owners of a 23-building mixed-use office and commercial park in Baltimore County, a major regional shopping mall in Frederick County, a former foundry in Baltimore City, a religious organization in Frederick County, a brick manufacturer in Garrett County, parking lot operators in Anne Arundel County and the developer of a multi-hundred lot residential development in Washington County.
