As a resident of the firm’s Baltimore office, Fran Brinker concentrates her practice in the area of tax-exempt financing, with a particular focus on arbitrage, rebate, and other tax matters.  She has served as bond counsel and special tax counsel as well as counsel to regional and national commercial and investment banks and not-for-profit entities. Her practice encompasses a wide variety of bond structures, including variable rate demand bond programs, bank qualified transactions, public offerings and private placements and many types of tax-exempt bonds including governmental bonds to finance infrastructure and public projects for local governments; agricultural land preservation programs; tax increment financing and special taxing districts; qualified 501(c)(3) bonds to finance headquarter buildings, area attractions, schools, hospitals, continuing care retirement communities and other charitable facilities; qualified small issue bonds for manufacturing facilities; and tax-exempt facility bonds for housing, airport and port facilities. Fran has also provided legal services regarding various federal tax credits, including acting as counsel to low income housing tax credit (LIHTC) investors and providing analysis necessary to deliver tax credit opinions.
