Pete Dungan Joins Miles & Stockbridge’s Growing D.C. Office and Government Contracts Practice
Miles & Stockbridge continues its strategic expansion in Washington, D.C., with the addition of C. Peter “Pete” Dungan, a deeply experienced government contracts lawyer, litigator and counselor with two decades of national security and procurement law experience. Dungan joins from Hogan Lovells as a principal in Miles & Stockbridge’s growing Government Contracts practice.
Having led or been involved in more than 80 bid protests during his legal career, Dungan will continue to focus his practice on bid protests, along with contract claims against federal agencies and state, local, and educational entities, and complex mergers and acquisitions in the government services industry.
“Pete’s sophisticated bid protest, contract claim and merger experience goes straight to the heart of our work—helping government contractors secure, challenge and retain business with the government and enhance their competitive position in the marketplace,” said Alfred M. Wurglitz, co-leader of Miles & Stockbridge’s Government Contracts practice. “We are thrilled to have Pete play a leading role on our team of more than 30 government contracts lawyers.”
An Army veteran, Dungan currently serves as a Lieutenant Colonel in the U.S. Army Reserves, assigned as deputy chair and adjunct professor in the Contract and Fiscal Law Department of the U.S. Army Judge Advocate General’s School in Charlottesville, Virginia. He also is co-chair of the American Bar Association’s Public Contract Law Section Bid Protest Committee, as well as vice-chair of its Contract Claims and Disputes Resolution Committee.
Dungan is a graduate of the United States Military Academy at West Point, and earned his J.D. from the University of California, Los Angeles, School of Law. He also holds a master of laws from the U.S. Army Judge Advocate General’s School.
“Pete is a leader in every sense of the word,” said John A. Stalfort, Miles & Stockbridge’s managing principal in D.C. “Not only is he an accomplished lawyer, he also is an engaged leader in the legal industry and is a veteran who continues to serve our country.”
Dungan’s arrival continues a recent infusion of significant talent into Miles & Stockbridge’s Government Contracts and White Collar Practice Groups. He joins more than 30 well-regarded lawyers, including former Lockheed Martin Assistant General Counsel and Vice President of Contracts Ted Ebert; Raymond F. Monroe and Linda S. Bruggeman, who both practiced with Ebert at Crowell & Moring; Dean S. Nordlinger, who represents government contractors and others in all phases of their business life cycle—from start-up to sale of the company; and William R. “Billy” Martin, one of the country’s top trial lawyers and a former senior federal prosecutor.
“As an alum of one of D.C.’s largest government contracts practices, I am thrilled Miles & Stockbridge has recruited and continues to recruit senior-level laterals such as Pete, Billy, Ted, Linda, and Dean,” said Raymond F. Monroe, a principal in the firm’s Government Contracts practice in D.C. “We are a mid-sized firm that is innovating how government contracts legal services are provided. That’s good for both our clients and our colleagues.”
